No. WebRun only flags the order for a human look and creates the card. Approving, canceling, or changing the order is still done by your fulfillment lead.
What gets an order flagged for review?
Things like a shipping address that doesn't match the buyer's usual pattern, an unusually large quantity, or an order value well above normal for that listing.
How does it know an order has already been reviewed?
It checks whether Shopee still shows the order on hold. Once it's proceeding normally, the Trello card moves to Cleared and stops needing attention.
