Will WebRun approve or apply the Terraform plan itself?

No, and it never will. Approving and applying an infrastructure change is exactly the kind of irreversible action that always needs a human decision, so WebRun only surfaces the plan and hands it off in Spacelift for a person to approve.

How is the approver chosen?

From whoever is already assigned as approver on the stack in Spacelift, so the handoff goes to the right person automatically.

Does it create a new card if the run is already being tracked?

No. If a card already exists and is still open for that run, WebRun will not create a duplicate.
