No. WebRun flags an opportunity missing an owner so a manager can assign one. It does not decide who should own it.

Why save a snapshot to Google Drive?

So there's a dated record of exactly how the opportunity looked when it was created, useful for later review or if fields change.

Does this apply to every opportunity, no matter how small?

Yes, every newly created opportunity gets the same check. A minimum value can be added if you only want it applied above a certain size.
