No. WebRun only flags the conflict and posts it to Slack with the shortfall. A dispatcher decides who to move in BeyondTrucks. It never takes a driver off a load on its own.

How does it estimate the hours a lane needs?

It reads the lane distance and each pickup and delivery window in BeyondTrucks, then adds your standard load, transit, wait, and pump-off times, and compares the total to the driver's remaining drive and duty hours.

Does it replace the ELD as the system of record?

No. It reads the hours already recorded in BeyondTrucks to give dispatch an early warning. The driver's ELD remains the legal system of record for hours of service.
