No. WebRun only compares records and reports what does not match. Raising a dispute with Scalapay stays a human step.

How does it decide two records match?

It matches on order reference and amount, so a settled order with a matching reference and figure counts as reconciled.

What happens to orders that never settle?

They stay logged in Notion as unmatched until a matching Scalapay settlement appears, so nothing gets marked settled by mistake.
