Will it pause or delete a deployment to save money?

No. WebRun reads usage and reports it. Pausing, scaling down, and deleting stay with you, so a live app is never taken offline by an automation while customers are on it.

How does it know my budget?

You set the monthly figure once when you turn the template on. WebRun compares the projected cycle total against it each morning and only texts when the projection goes over.

Who receives the text message?

Only the internal numbers you saved, usually the account owner. WebRun sends through your own Twilio account and never texts anyone outside that list.
