Will it resolve or dismiss the flagged issue?

No. WebRun only reports which flags are unresolved and creates a Trello card. Resolving or dismissing a flag stays with the pull request's author.

Does it merge or block the pull request?

No. It only reads flag status from Qodo. Merge decisions and branch protection stay in your source control settings.

Will the same flag get a duplicate card?

No. It checks the board for an existing card before creating a new one, so re-runs will not double up tracking.
