No. WebRun only drafts the weekly summary in Gmail. A human reviews and sends it, WebRun never sends an email on its own.

No. It only reads submitted data. It never edits a form, a question, or a submitted answer in KoboToolbox.
What counts as a flagged submission?
Any submission with a missing required answer or a response already marked flagged in KoboToolbox, so nothing is judged beyond what the data itself shows.
