How is capacity calculated?

It compares the scheduled hours on every open job at a work center in JobBOSS against the labor hours available there for the week, both read live so the figure updates as the schedule changes.

Does it move jobs between work centers to fix an overload?

No. WebRun only reports where the backlog is building. Rescheduling or reassigning a job is still a decision for you or your scheduler.
