Will it install firmware or change a device?

No. WebRun only reads advisories, release notes, and your registered device list. It never downloads firmware, never applies an update, and never changes a configuration. Patching stays a planned, human action.

Will it flood me with advisories that do not apply?

No. It keeps only the advisories whose affected models and version ranges match a device registered to your account, so a release for hardware you do not own is dropped before it reaches you.

What counts as urgent enough to text me?

An advisory rated critical that hits a device you run. Everything else goes to the Telegram list, so the text on your phone always means something needs attention this week.
