No. Every reminder is saved as a Gmail draft and listed in Slack for review. No email is sent to any member until a staff member approves and sends it.

Yes. WebRun flags anyone with a missing waiver (never signed) and anyone whose existing waiver has lapsed, so both groups appear on the daily staff list with their status noted.
