Does it contact the retailer about a missing display?

No. WebRun only posts an internal Slack alert grouped by rep. Any conversation with the retailer about their display is left to the rep on their next visit.

What if a rep has not submitted their checklist yet?

That account shows up flagged as not visited rather than compliant. WebRun never assumes a display is up without a checklist confirming it.

How does it know which accounts need a display?

From VIP's contract terms for each account. Only accounts contracted for a point of sale display placement are checked, so the list stays relevant to what you are actually owed.
