How far in advance does it flag an expiring certificate?

It flags any certificate expiring within the next 30 days, grouped into three urgency tiers: within 7 days, 8 to 14 days, and 15 to 30 days.

What happens if a carrier renews their cert after the draft is created?

On the next weekly run, WebRun re-reads the carrier record in YardView. If the cert has been updated with a new expiry date, it will no longer appear on the at-risk list.
