No. It only reads the acknowledged status on the central station and escalates through your on-call chain. A person always acknowledges the alarm after assessing the patient.

How is the on-call order decided?

It follows the escalation chain you already have set up in PagerDuty, so the same people get paged in the same order you would page them manually.

What counts as unacknowledged for too long?

Whatever threshold you set. Any alarm still unacknowledged past that time triggers the escalation, and every step is timestamped in the Slack log.
