Does it message the streamers directly?

No. WebRun only emails you a check-in list. Reaching out to any streamer is still a personal message you send yourself.

What counts as inactive?

Any streamer on your roster with no stream in the last 10 days, based on the live stream history in Picarto.

What if someone's on a planned break?

You can simply skip them on the list. WebRun only flags the time gap, it doesn't know about planned breaks unless you tell it.
