It compares each room's canopy coverage and days-to-maturity in iUNU against that crop's harvest target, so a room is only marked ready once it actually meets the threshold you set.
Does it assign the harvest task to a specific picker?
No. It creates the task in your picking crew's shared Asana queue so your crew lead can assign it, rather than picking a specific person on its own.
What if a room looks ready but needs a second check?
