No. WebRun only books an internal calendar slot for your rep and posts a handoff message inside Microsoft Teams. Nothing goes to the contact or company on the deal.

What counts as reaching Proposal stage?

Any deal whose pipeline stage changes to the Proposal stage you've defined in EngageBay. WebRun checks for that stage change, not a specific deal value.

Can it notify someone other than the deal owner?

Yes. You can add the sales manager or a second reviewer for deals above a value you set, and both get the Teams handoff message.
