No. WebRun only flags which quotes are stalled. Resending, editing, or following up on a quote is still a decision made by the rep in DealHub.

How does it know a quote has not been opened?

It reads the view and approval tracking DealHub already captures on every sent quote, so a quote only counts as stalled once genuinely nothing has happened for a week.

What if a buyer opens the quote right after the check runs?

It will drop off next Monday's list once DealHub records the open, so the chase list always reflects current status.
