Will it send anything to customers or staff outside the channel?

No. The digest is posted only to the internal Slack channel you configure. No external messages are sent.

What counts as underperforming?

By default, any site more than 10% below its own 30-day rolling average is flagged. You can adjust that threshold during setup.
