Will it restart a node or rebalance the cluster on its own?

No. WebRun only reports the status and texts on a serious issue. Restarting a node or rebalancing ranges is left to a human.

What counts as under-replicated?

Any range with fewer live replicas than your configured replication factor, which is the same under-replication signal CockroachDB's own console surfaces.

Do I get a text every morning even when the cluster is healthy?

No. A text only goes out when a node is down or the cluster is under-replicated, so a healthy morning doesn't page you.
