Will it create or cancel shipping labels?

No. WebRun only reads shipments already created in Canada Post. Creating, voiding, or reprinting a label stays your action.

What causes an order to show as unmatched?

Usually a shipment that hasn't been created yet, or one created under the wrong order reference. Either way it surfaces the same day, not at month end.

Does it check international and domestic shipments the same way?

Yes. Every shipment created in the business account is checked against the order list regardless of destination.
