No. WebRun only reads your open estimate to see which sheets and areas are covered. It never edits or re-runs a takeoff. It posts an internal Teams alert so a person decides what to redo.

How does it spot a new addendum?

It scans your shared Google Drive project folder each morning for files added or updated since the last run and picks out addenda, bulletins, and revised drawing sets by name and date.

Will it post the alert without me?

Yes, but only to your internal Microsoft Teams estimating channel, never to a GC or anyone outside your team. It is a private heads-up for your estimators, so nothing goes to a client.
