Will it place a purchase order automatically?

No. WebRun drafts the PO email and saves it in Gmail Drafts, then notifies your team in Slack. A human reviews and sends it. Nothing is ordered without your approval.

How does it know when an ingredient is low?

It reads the reorder par levels you have already set in Ekos and flags any ingredient whose current on-hand quantity is at or below that threshold.

Can it handle multiple suppliers?

Yes. It groups low-stock items by preferred supplier from Ekos and creates one draft PO email per supplier, so each vendor gets a single consolidated order.
