Will it ever trade or move my funds?

No. WebRun is read only on Binance. It never places an order, cancels an order, converts an asset or withdraws anything, and it never offers a view on what you should buy or sell.

Is this financial advice?

No. The scorecard reports the numbers already in your Binance account and nothing more. Any decision about your holdings is yours to make, with a licensed adviser if you want one.

Why does it flag unfilled open orders?

Because limit orders left sitting for weeks are usually forgotten rather than intentional. The scorecard lists how long each has been open so you can decide whether it still reflects your plan.
