Does the calendar event invite anyone?
No. The refresh block is created as a private event on your own calendar with no guests, so nobody else is notified or invited.
How old is too old for a project?
Six months without an edit is the default flag, and you can set your own window. Freelancers pitching often shorten it to three months.
